Cảm ơn quý vị tham gia cùng chúng tôi hôm nay tại Cuộc họp cấp lãnh đạo lần thứ nhất Liên minh Hạ Long – Cát Bà.
Danh nhân Nguyễn Trãi đã có câu thơ sau về khu vực này: Đường tới Vân Đồn lắm núi sao! Kỳ quan đất dựng giữa trời cao.
Mặc dù đây không phải là lần đầu tiên tôi được thấy Vịnh Hạ Long và những hòn đảo tuyệt đẹp vươn lên từ mặt biển, nhưng tôi vẫn cảm nhận được những cảm xúc của nhà thơ về vẻ đẹp tuyệt vời của Cát Bà và Hạ Long.
As many of you know, we celebrate the twentieth anniversary of the reestablishment of diplomatic relations between the United States and Vietnam this year.
I know that you also recently celebrated the twentieth anniversary of Ha Long’s inscription to World Heritage status, and I am happy to say that we nearly share a milestone.
Today I would like to share my thoughts on our shared environmental challenges, the importance of this Leadership Committee, and the importance of partnership with the private sector to help address this economic and environmental challenge.
My home state is Maryland and we are famous for our Chesapeake Bay, which like Ha Long and Cat Ba plays an important role in tourism, industry, and fishing. The Bay’s fresh water comes from the rivers of six different states and Washington, D.C., making it a shared responsibility. In the past, we realized that our treasure was under serious pressure and signed the Chesapeake Bay Agreement of stakeholders, and designated an Executive Council, to work out solutions.
This sustained effort has measurably improved environmental conditions in the Bay and was a result of a close partnership between government, business, NGOs, and the public.
Transboundary environmental problems are complicated.
Only if we come together to solve our shared challenges and propose creative solutions can we create conditions for positive change.
Here in Ha Long Bay and the Cat Ba Archipelago, you have a shared marine eco-system.
An alliance offers great potential to strengthen the value of this ecosystem and also possibly to support expansion of the World Heritage site to include Cat Ba and Ha Long together.
I am glad that the financial support provided by the U.S. Government will jumpstart partnership building.
With our support, IUCN has been working to help build the high-level Alliance and foster business engagement with a special focus on tourism.
And MCD has our support to work to empower local actors for greater participation in environmental protection, with a special focus on people working in fishing on the bay for livelihoods.
The Alliance Leadership Committee and working groups will be critical to setting the high level vision and having partners at all levels active in their participation.
I expect the role to evolve over time, as it did in the Chesapeake Bay, but it is an important signal of the commitment of Quang Ninh, Hai Phong, and everyone here today towards environmental protection in Ha Long and Cat Ba.
Addressing environmental issues requires both government and business to meet their responsibilities.
Companies that utilize the waters of Ha Long and Cat Ba need to ensure their activities do not harm this resource. Compliance with laws on environmental protection should be considered the minimum effort.
For cruise boats, government needs to encourage investment in clean technology by raising environmental standards that give the more advanced companies a competitive edge.
Government also needs to be sure that user fees are reinvested—and are seen to be reinvested—in environmental management.
Private sector participation is especially important and I am thankful for partners here today: Bhaya, Coca Cola, GE, Grant Thornton, Indochina Junk, and Tuan Chau. I understand that these companies have already provided technical expertise at no cost in support of the Alliance.
In addition to their technical know-how, their broader support—such as participation in this event and others, as well as financial support towards community-based environmental protection activities in Ha Long and Cat Ba—is important.
To share with other companies the opportunity to become involved in the Alliance, I will be hosting a business outreach reception tomorrow at my home in Hanoi and I hope to see many of you there.
Cuối cùng, mặc dù hôm nay tôi không có dịp được trực tiếp ra biển thăm lại Hạ Long hay Cát Bà, nhưng chắc chắn trong tương lai tôi sẽ quay trở lại đây thưởng ngoạn cảnh quan trong một kỳ nghỉ riêng cùng với gia đình.
Tôi vui mừng rằng sự hợp tác của chúng ta hôm nay tại đây sẽ giúp đảm bảo cho mọi gia đình, người Việt và người nước ngoài, đều có thể tiếp tục được sững sờ trước những báu vật thiên nhiên này như Nguyễn Trãi đã từng cảm nhận.
