Brief Description: Legal and Regulatory Advisory Services Procurement.

The U.S. Embassy Hanoi has a requirement for an attorney firm to provide Local Legal Counsel Support in gathering information on and documenting the legal and regulatory environment in Hanoi, Vietnam as it pertains to the U.S. Government’s planned construction of a New Embassy Compound (NEC) in Hanoi, Vietnam.

All firms that respond to the solicitation must be technically qualified and financially responsible to perform the work.  At a minimum, each offeror must meet the following requirements when submitting their proposal:

  • Be proficiency in English, particularly with respect to architectural and engineering technical language;
  • Be professional services including, either on staff or through contractual resources:  zoning, permitting & real estate expertise; expertise in local construction regulations in Hanoi, Vietnam; business regulations pertaining to foreign corporations; local labor law, contract law, and tax law;
  • Have an established business with a permanent address and telephone listing;
  • Have the necessary personnel, equipment and financial resources available to perform the work;
  • Have all licenses and permits required by local law;
  • Meet all local insurance requirements;
  • Have good experience and past performance records; and
  • Have active record in the U.S. Government’s System for Award Management (SAM): www.sam.gov.

U.S. Embassy Hanoi, Vietnam’s General Service Office (GSO) is seeking proposals from qualified, reliable firms with sufficient resources and work experience to perform the duties of packing and unpacking household effects, clearing and forwarding of effects, transportation and freight services for all inbound and outbound shipments of household effects to and from Hanoi throughout the world.

This Tender of Service (TOS) will be in effect from May 15, 2019 to May 14, 2020.

All Transportation Service Providers (TSP) must have a valid business registration with the Vietnamese Ministry of Planning and Investment for the transportation of shipments.

All clearing and forwarding agents should be registered with the Vietnamese Customs General Department, Ministry of Finance. TSP’s may only be represented under the name of one company. Multiple solicitations will produce automatic disqualification.

A complete tender of service application should include the exact rate sheet format attached herewith, and all the required documentation as set out in the tender of service compliance checklist. All rates must be quoted in VND with exception for rates given from the air carriers and vessel shipping lines, which must be quoted in USD. Payments to vendors will be arranged monthly. Invoices for services rendered will be submitted for payment based on the rates submitted on this tender, and payment shall be made within 30 days of receipt and acceptance of a proper invoice.

Complete tender packages must be mailed or hand delivered no later than April 11, 2019 @ 16h00, via a reputable small package forwarder (FedEx, DHL etc.) to:
