U.S. Embassy Hanoi, Vietnam’s General Service Office (GSO) is seeking proposals from qualified, reliable customer focused firms with sufficient resources and work experience to perform the duties of packing and unpacking household effects and official, clearing and forwarding of effects, and transportation and freight services for all inbound and outbound shipments of household effects and official to and from Hanoi throughout the world.

This Tender of Service (TOS) will be in effect from Aug 01, 2022 to July 31, 2023. The rates will be updated at six months with the first period extending from Aug 01, 2022 to January 31, 2023, and the second period from February 01, 2023 to July 31, 2023.

Updated rates should be mailed to the above address before 16h00 on January 15, 2023 and should be effective from February 01, 2023.

All Transportation Service Providers (TSP) must have a valid business registration with the Vietnamese Ministry of Planning and Investment (MPI) for the transportation of shipments.

All clearing and forwarding agents must be registered with the Vietnamese Customs General Department, Ministry of Finance. TSP may only be represented under the name of one company.  Multiple solicitations will produce automatic disqualification.

A complete TOS application must include the exact rate sheet format attached herewith, and all the required documentations as set out in the TOS compliance checklist.  All rates must be quoted in United States of America Dollars (USD). Invoices for services rendered are required to be issued in Vietnam Dong (VND) based on the amount on the approved post bill of lading consistent with the rates submitted on this tender and the exchange rate of the requesting service date.  Payment shall be made within 30 days of receipt and acceptance of a proper invoice, the approved post bill of lading and delivery report.

International Airfreight and Ocean freight costs can be submitted on a case-by-case basis due to the impact of the COVID-19 crisis which limits available flights and the current container shortage. Three (3) qualified vendors may conduct a joint-survey and then submit their freight rates to HanoiCustomAndShipping@state.gov.  All survey costs will be reviewed and approved by the Embassy Contracting Officer, and a vendor will be chosen and contacted for the work.  Rates might be requested to be updated and fixed in line with the global situation due to the impact of the COVID-19 pandemic and will go into effect one (1) month from the submission date.

No late proposals and no e-mailed documentation and rates will be accepted.  Incomplete applications will be automatically disqualified.
